Portland Builders Being Forced to Go Green?

An interesting development in Portland, Oregon was revealed this week at GreenBuild. Even though the Northwest city is already one of the greenest in the U.S., builders of new houses that are not 30% more efficient than code, may be slapped with a carbon tax. On the other hand, those builders whose homes are at least 45% more efficient than code may receive cash back. Obviously some builders are questioning the proposal.
